How to Complete a VIN Inspection in Washington DC

The District of Columbia does not require a standalone VIN verification for most vehicles that are transferred in from another state and titled with a clean, unbranded title. However, DC DMV does require a physical inspection tied to the vehicle identification number whenever a vehicle carries a salvage or rebuilt brand, including a vehicle that arrives in the District with a salvage title issued by another state. When is a VIN-related inspection required in DC?

DC DMV requires all salvage vehicles to pass a DC safety and emissions inspection along with a Metropolitan Police Department (MPD) anti-theft inspection before the vehicle can be registered. This requirement applies both to vehicles that were declared salvage in DC and to vehicles that arrive with an out-of-state salvage brand, such as a Maryland, Virginia, or California salvage title. Once a salvage vehicle passes the DC DMV emissions, safety, and MPD anti-theft inspections, it is titled and branded as "Rebuilt Salvage."

If your out-of-state vehicle has a clean title with no salvage, rebuilt, or non-repairable brand, DC does not require a separate VIN verification step to complete your title and registration.

Where can I go to complete this inspection in DC?

The anti-theft portion of this process is handled by the Metropolitan Police Department, not by DC DMV directly. The safety and emissions portion of the inspection is completed at a DC DMV inspection station. Because MPD does not accept its anti-theft inspection form in person, you will need to follow DC DMV's current submission instructions for that form rather than dropping it off at a service window.

What to expect and what to submit

Once both the MPD anti-theft inspection and the DC DMV safety and emissions inspection have been completed, you will need to submit DC DMV's salvage vehicle procedure documents, along with all other required paperwork listed on that form, to:

An owner has 30 calendar days from the date a vehicle is damaged, and before any repairs are made, to apply for a salvage title. If an insurance company settles a claim and keeps the vehicle, the insurer must apply for the salvage or non-repairable title within 30 calendar days of settlement.

After the inspection

If the vehicle passes both inspections, DC DMV will title the vehicle as "Rebuilt Salvage," while an out-of-state salvage vehicle that passes will keep the brand assigned by the state that originally issued the salvage title (for example, "MD Salvage" or "VA Salvage"). If either inspection is not completed or the vehicle does not pass, DC DMV cannot issue a title or registration for the vehicle.
