How to Complete a VIN Inspection in Massachusetts

If you are moving an ordinary, clean-titled vehicle into Massachusetts, the Registry of Motor Vehicles (RMV) does not require a separate VIN verification step to complete your out-of-state title and registration transfer. Where Massachusetts does require a dedicated inspection tied to the vehicle identification number is when a vehicle has been issued a salvage title, whether that title was issued in Massachusetts or in any other state.

When is a VIN-related inspection required in Massachusetts?

Under Massachusetts General Laws Chapter 90D, Section 20D, once a vehicle has been issued a salvage title in Massachusetts or in any other state, it must go through the RMV's salvage title and salvage inspection process before it can be titled and registered to operate in Massachusetts, regardless of the age of the vehicle. State law prohibits operating the vehicle until it has passed this inspection.

The RMV is clear that a salvage inspection is not the same thing as the routine annual safety inspection. Its purpose is narrower: to verify the vehicle's identity, confirm the VIN has not been tampered with, and check whether any parts used in the rebuild were stolen.

Where can I go to complete this inspection in Massachusetts?

Salvage inspections are performed exclusively by the Massachusetts State Police, at a small number of fixed locations around the Commonwealth (including, for example, Bridgewater and Haverhill) — not at the roughly 1,700 regular "approved inspection stations" that handle the annual safety and emissions sticker. Inspections are by appointment only. You can pay the $50 fee and schedule an appointment through mass.gov/RMV, or, if you already paid the fee at an RMV Service Center, by calling the Massachusetts State Police Salvage Unit directly. Vehicles presented for a salvage inspection may be selected for a closer review of major component parts that were replaced during the rebuild.

What to bring to a VIN inspection in Massachusetts

To apply for the Massachusetts salvage title that precedes the salvage inspection, you will generally need:

• The original out-of-state (or Massachusetts) title, or an Authorization for Payoff of a Salvage Vehicle form if a lienholder is involved
• A completed Registration and Title Application, marked "salvage repairable" with the appropriate secondary brand
• The vehicle identification number and title number for the vehicle, along with the VINs of any donor vehicles used for major component replacement parts
• Payment of the applicable salvage title fee and sales tax, if due

What to do after the inspection

Once the vehicle has been repaired and passes the salvage inspection, the RMV can issue the vehicle a title and registration so it may legally be operated in Massachusetts. If the inspection reveals that the VIN does not match your paperwork, or that a part appears to be stolen, the RMV will not complete your title and registration until the issue is resolved.
