How to Complete a VIN Inspection in New Jersey

A New Jersey VIN inspection is not part of the ordinary process for titling a vehicle you bring in from another state. If your vehicle already has a valid out-of-state title in proper order, the Motor Vehicle Commission (MVC) does not send you to a physical inspection station to verify the VIN. A mandatory, MVC-run physical inspection instead applies specifically to salvage vehicles that have been reconstructed, rebuilt, or repaired, before a regular or salvage-designated certificate of ownership can be issued.

When is a New Jersey VIN Inspection Required?

For a standard out-of-state title transfer, New Jersey generally only requires the assigned out-of-state title itself, along with your application for a New Jersey certificate of ownership. No government-run physical VIN inspection is part of that process. The one exception is for vehicles coming from a state that does not issue titles at all — in that case, the owner must supply the VIN in a signed statement certifying that they personally checked it against the vehicle, rather than having it inspected by the state.

A physical inspection becomes mandatory when a salvage vehicle that was economically impractical to repair is later reconstructed, rebuilt, or repaired and needs a certificate of ownership. New Jersey administrative rules require that vehicle to be inspected to confirm the accuracy of its VIN and the identification numbers of any major component parts before a title can be issued.

Who Performs a New Jersey VIN Inspection, and Where

Salvage vehicle inspections in New Jersey are not performed by State Police or a private licensed repair shop. State rules require them to be conducted at a State inspection facility, by an inspector approved and designated by the MVC's Chief Administrator. According to the MVC's own Salvage Inspection Fee Application (form OS/SS-3), these inspections are currently offered at MVC salvage inspection sites in Eatontown, Secaucus, and Winslow, New Jersey.

What to Bring to a New Jersey VIN Inspection

To schedule and complete a salvage vehicle inspection, you will generally need:

• A completed Salvage Inspection Fee Application (form OS/SS-3)
• The vehicle itself, along with documentation for any major component parts (such as the engine, transmission, or frame) that were used in the rebuild
• Payment of the inspection fee — $200 for a vehicle, or $100 for a motorcycle, which is non-refundable and valid for one year from payment

For a standard out-of-state title where the vehicle comes from a title-issuing state, bring your assigned out-of-state title and application for a New Jersey certificate of ownership (form OS/SS-7); no separate VIN inspection appointment is required in that case.

What Happens After the Inspection

Once the MVC-designated inspector completes the salvage inspection and confirms that the VIN and component numbers are accurate, that result clears the way for the MVC to issue a certificate of ownership for the rebuilt vehicle. Passing the physical inspection alone doesn't complete the process — you still need to submit your title application and pay the applicable title fees before the MVC issues the new certificate of ownership.
