How to Complete a VIN Inspection in New York

A New York VIN inspection is not part of the routine process for titling a vehicle you bring in from another state. The Department of Motor Vehicles (DMV) does not send owners of an ordinary out-of-state vehicle to a physical VIN verification appointment — it simply advises buyers to compare the VIN on the title with the VIN on the vehicle themselves before completing a purchase. A mandatory, DMV-run physical examination instead applies specifically to salvage vehicles that have been rebuilt and need a title before they can go back on the road.

When is a New York VIN Inspection Required?

To title a standard out-of-state vehicle, New York generally only requires the out-of-state ownership documents — the title itself, or a certified photocopy or written verification from the other state's title authority if a lienholder is still holding the original — along with proof that any lien has been satisfied. No government-administered physical VIN inspection or fee is part of that process.

A physical examination becomes mandatory before a title or registration can be issued for a rebuilt salvage vehicle. This applies both to vehicles carrying a New York salvage certificate and to rebuilt salvage vehicles coming in from most other states.

Who Performs a New York VIN Inspection, and Where

New York's salvage vehicle examination is not performed by police or by a private inspection station. It is conducted by DMV's own examiners from the Division of Field Investigation, at dedicated DMV salvage examination facilities, by appointment only. One such facility is located in Colonie, near Albany, on Karner Road, and the DMV maintains a list of its salvage examination facilities and directions elsewhere in the state.

What to Bring to a New York VIN Inspection

To schedule a salvage vehicle examination, you will generally need:

• A completed Salvage Examination/Title Application (form MV-83SAL), submitted by mail to schedule your appointment
• The vehicle itself, along with your salvage certificate (form MV-907A) if you have one
• Payment of the examination fee — $200 if you have an MV-907A salvage certificate, or $205 if you don't; an additional $150 fee applies if you arrive more than 30 minutes late for your scheduled appointment

For a standard out-of-state title where the vehicle isn't salvage or rebuilt, bring your out-of-state title (or the lienholder documentation described above); no VIN examination appointment is required in that case.

What Happens After the Inspection

If the vehicle passes the DMV's salvage examination, that clears the way for the DMV to issue a title and registration for the rebuilt vehicle. Passing the examination alone doesn't complete the process — you still need to submit your completed application and pay the applicable title and registration fees before the DMV issues the new title.
